The Safety and Preparedness Co-ordinating Division
The Safety and Preparedness Co-ordinating Division is, in so far as the task does not fall within the jurisdiction of another authority, responsible for general co-ordination of the City’s safety issues, safety-strategic planification, co-ordination of providing for full preparedness and states of emergency and related united action.


The Association of Finnish Local and Regional Authorities

The Association of Finnish Local and Regional Authorities consists of all cities and municipalities in Finland. The Association also provides services to hospital districts, regional councils and joint authorities. The Association’s goal is to promote the opportunities for local authorities to operate and co-operate and to enhance their vitality and viability for the benefit of the residents. The Association provides lobbying services, research and development services and other expert services for local authorities.


The Ministry of Justice

The Ministry of Justice maintains and develops the legal order and legal safeguards and oversees the structures of democracy and the fundamental rights of citizens. The Ministry is responsible for the drafting of the most important laws, the functioning of the judicial system and the enforcement of sentences.

The Minister of Justice heads the Ministry of Justice and its administrative sector. The Minister is assisted by the Permanent Secretary and the Management Group of the Ministry. Ms Tuija Brax is Minister of Justice.


Helsinki Police Department

The aim of the Helsinki Police Department is a safe and pleasant city. Established in 1826, the Helsinki Police Department is the largest police unit in Finland, with roughly 1,900 staff, of whom police officers number approximately 1,600. The Commissioner leads the Police Department.
The units of the Helsinki Police Department are the Police Precincts, Criminal Investigation Division, Traffic Police and Special Operations as well as Immigration Police.


European Forum for Urban Safety (EFUS)

European Forum for Urban Safety (EFUS) is a European network of 300 local authorities established in 1987 in Barcelona, on the initiative of Gilbert Bonnemaison, former Mayor of Epinay-sur-Seine, and supported by the Council of Europe. Our network aims to strengthen crime reduction policies and to promote the role of local authorities in national and European policies.
We work on all major issues in urban safety and security and we build up links between European local authorities through practices, information exchanges, cooperation and training. We also build up links between local authorities and the national, European and international levels.
We promote the role of local authorities through making the most of the results of our programmes, projects and research.
